A new program was made for inmates that are charged with being a perv. More or less conditioning these men to admit what they've done and understand if they ever do it again they will loose their balls... the success rate is incredible. I guess being restrained to a wooden X and having their pathetic balls hit/squeezed/disciplined/ect is enough motivation to behave once they have undergone vigorous treatment and are released!
